What is this computer going to be used for?
Minecraft, CS:GO, Roblox.

If you can negotiate with him and find some deals, you might be able to squeeze some more RAM in. 4 GB is enough, but 8 GB is always nice to have.

This is the best I could do within his budget. It is over, and may not be able to play those games, but its all I could do. But if these are the only games he will be playing, then you could cut $100 off and Linux and use the rest to upgrade.
