Honestly, ArmA matters more on the mission then on your specs (to an extent). But either way, an iGPU is not the way to go for it.

I doubt an iGPU will run ARMA III with any good settings, my 780 + i5 4670k gets 30 fps on a good day.

That's part of the reason, but mostly it's because it's very, very CPU heavy, and is really dependent on server performance. (slow server = low fps)
For the best frames (if you have a good gpu), is to max out the game, to take as much load off the CPU as you can. Which an iGPU will not help with that.
the iGPU would be fine for single player, but no one buys ArmA for that, they buy it for the multiplayer. Like say you want to play on a life server, you will need a dedicated GPU.

Do they have an existing computer to get parts from? If so, what do they currently have? If you can 'scrap' an existing computer, the bare minimum you'll need to buy is just a Motherboard and CPU. Then, depending on how much of an improvement over the old computer, possibly new RAM, PSU, and GPU if these parts can't be reused in the new computer.
Otherwise, does a monitor, keyboard, mouse, and/or optical drive also need to be factored in? As well as other possibly needed things like a card reader and speakers.
Are you looking for a complete system from the ground up built from scratch?

You will need a GPU to run Arma and you won't need an i7 to do either of those things (an i7 will help with Photoshop, but for $800 I doubt you can fit it in without having to cheap out on other parts; I'll see what I can do though).

You're going to need a GPU to run ARMA III, and an i7 isn't needed for what you're doing. They are very basic tasks.
