Can my PC run Planet Explorers?

There's a game on sale today on Steam called Planet Explorers that I'd like to get, but I'm just not sure if it can run on my PC. Here's the basic specs, although keep in mind, I'm not planning on upgrading for a while, so please don't tell me I need to get a better computer. Just let me know if these specs can run Planet Explorers, and if not, what's the cheapest GPU I could buy to play it (I'm exactly not a gamer, so I'll probably never spend more than $100 on a GPU at least until I can get a job in 2 years). Anyway, here are the specs that will actually matter. If you need to know anything else just let me know.

CPU: Intel Core i3-4130
GPU: Intel HD 4400 (Integrated)
RAM: 4GB DDR3 1600mHz

The only thing I'd be willing to buy now is an extra 4GB of RAM, but keep in mind that I usually only have one or two programs open at a time, so the only thing actually using any of the RAM would be Planet Explorers.

Evrything is fine except your gpu. You should be able to get a fine gpu for that price.

Do you think an R7 250 will do the job? Low-medium settings.

The 250 is a pretty meh card. Personally I wouldn't recommend it at all. It'll probably be able to pull 30fps on low-medium settings, but a better way to go would be a 250x (around $70*) or a 260 (around $80*). (*After rebates)
Also, for $100, you should be able to find a gtx 750. I got one for $90 for a build I put together for my brother a few weeks ago.

Or if you're willing to do mail-in rebates, and your psu has sufficient power, I would go with the 260x that Name listed

(If I were you, I'd hold off on buying a new GPU. Low-end GPU prices have skyrocketed for some reason. I swear the 250x used to be a $60 card before rebates)

I don't know if this is a good GPU... At all. But at first you will pay a little more than $100, but after the rebate it will be a little bit cheaper. I am not too familiar with R7s, more R9s, but here. You can also get it from Amazon for $104 without a rebate, and no rebates is always better then rebates, but it is your preference.

Edit: I took a closer look. You could probably play it on mid settings. Don't take my word for that though. I would go through the settings and see what you can run.

Edit: I just re-read the OP. If you are willing to buy a GPU, you could probably get a GTX 750 Ti, it is under $100 if you don't mind paying a rebate. If you get it you could easily max it out. It's not too expensive of a GPU, but you can run any game you please at middlish settings at no problem.

Edit: I dun goofed. The 750 Ti is like $30 more then that. Let me look again.
