Lua is really basic and there are plenty of tutorials online. Google is your friend.

I'd make it, except I'm not sure it would be worth the effort/risk of finding a modeler good enough to model it only to upload it and have it flop. Or it could do really well, Idk...

I can model. I'm just not sure how to position it correctly for the player.

You need to make a world model and a player model - I recommend looking at the HL2 player models and world models in the SDK

it is not that simple. it would have to be an animated prop, or a re-textured rocket launcher that shoots a big blue beam while playing the song.

there is a bass cannon, however it is flux pavilion's and not vinyl's.
