Have you been overclocking your CPU? Right click the taskbar, click "Task Manager". If it says "More Details" at the bottom, click it. At the top, click the "Performance" tab.

I suggest you try a fresh install of Windows 10.
You upgraded from Windows 8.1/7 to Windows 10?
Then maybe the upgrade wasn't that succesfull.
In the settings pane of Windows 10 you can do a fresh install.

Get an SSD and use your HDD as storage device.
But you say you have FPS lag, mostly FPS lag is not caused by a slow HDD.

The best way is to check the task manager and look what component takes alot resources.
If you think it is an software issue you can restore your PC to factory defaults and check it again.

Possibly. Though Microsoft hasn't got the best customer base.
Hopefully Microsoft will fix Windows 10. Or I'm downgrading to Win 7 again. Win 8.1 sucked.

Windows 10 is an unfinished version. Yes, it has been released a few months ago, but it's still got quite a lot of bugs.
I myself upgraded to Win 10 only two hours after it was released, and I instantly found glitches, bugs, everything. I'd suggest looking through your apps on the Control Panel, have a look at what you need/ don't need. Uninstall the ones you don't need. But as I said, Windows 10 is an unfinished Windows version.
Have a search on YouTube & Google, see if you can find anything there. I've got exactly the same problem, but I just restart my PC every day, it helps.
