Need Help With Custom PC Build! Need GPU and CPU Advice!

Gonna keep this brief.
Realistically, when gaming, would I notice a huge difference between the following CPUs?
i5-4960k
i5-6500
i5-6600k

I can't decide on what to go with, and my price for the type of build I'm thinking of means that I need to cut a couple of corners where possible.
NB/ I wasn't planning to invest in a CPU cooler yet. My budget's pretty tight, and I only have a leeway of around £25. I'll get one in the future, but I was planning to use a stock one for the first 6+ months.

The GPU I was considering is either the GTX 970 4GB (~£250), R9 390X (~£325) or a pre-owned GTX 980 4GB (~£350) from a reputable store online.
The pre-owned one comes with a 24 month warranty on the card itself, but my brother said not to go with it because of something to do with Bitcoin mining? Apparently if it's been used for that prior to me purchasing it, and then breaks a few months down the road that the store won't necessarily refund it because they can tell that it's been used for Bitcoin mining?

Budget: £700
^ (Budget for actual PC - excludes monitor, keyboard, etc...)

Me rambling about what I want it to do.


So anyway,
Question 1.
Will there be a noticeable performance difference between the above mentioned CPUs?
Question 2.
Should I go for a pre-owned GTX 980 4GB, an R9 390X or a GTX 970 4GB?

Please help, I'm really stuck at what to do here.
(If you want, go ahead and make a build. I don't have anything set in stone yet.)

Just remembered the 1070 doesn't release at the same time as the 1080, the 1070 will be coming out early June, not end of May. There's a difference of about 2 weeks between the two.

Yeah, I'll try and get the rest of the PC put together by then - hopefully it should just be the matter of sticking in the graphics card then

The 1070 will be the best card to get for the price range by the end of next month. It will certainly be more powerful than a stock GTX 980 for less money.

My brother mentioned that they could be, just because they were used, but then I guess that's a chance you take with anything pre-owned.

Any idea how much they'll cost? It really can't be any more than £350 absolute tops.
Honestly I'd rather only spend a max of £300 on a graphics card, but from the sounds of it anything within that price range will be out of date by the end of the year.

So what's the equivalent of the 1070 then?
I read a load about the 1080 being double the Titan X and 980 Ti, but there wasn't much on the 1070's performance relative to existing products.

Allright, so performance wise, Between the CPU-s there is like... 10% maybe less performance difference. So basically almost the same thing.

Now for the GPU i would go for the pre owned 980 GTX, since that one is the BEST from the series, and has like 20-30% better performance then its little cousin the 970GTX. But if you cant afford the 980, i would go for the 970GTX over the Radeon R9.

Edit: Didn't see the GPU was used for mining, that means the used GTX980 was well OWNED and terribly used. Don't get that one if it was used for that...
