Sorry for 100 dollars more than the budget but the os is expensive. (I suggest you dont remove the ssd since its 5 times faster than an 5400rpm hard drive.

Get the hard drive from Amazon. The shipping cost at OutletPC makes it more expensive than there.

That build isn't the worst but you can make many improvements.
First off, an i7 and 16GBs of RAM are not needed for gaming. (The RAM isn't included in the price for some reason meaning that the actual price of your build would be around $1000.) An i5 and 8GBs will be more than capable. Also, OP is not overclocking, yet you included an overclocking CPU, an aftermarket CPU cooler, and a Z97 motherboard. Even if OP was overclocking, the motherboard you chose is a budget board which lacks features and is lower quality compared to many other Z97 boards. With this budget, OP could easily afford a better board with higher quality and more features.
The GPU, HDD, and optical drive are fine. The case and power supply, on the other hand, are not. Raidmax does not make good cases. The idea that looks=performance, especially with a lot of flashy cases, is very inaccurate. There are many other case choices in the ~$40 price range with better build quality, cooling, and cable management. More of the budget should be devoted to the case as well. As for the PSU, the one you choose is not even 80+ certified. 80+ certification is a great indicator for unit quality and performance. You should aim for at least 80+ bronze certified as a minimum. Also, 400 watts would really be pushing it for this build. It would limit any overclocking and future upgrade. Not to mention that the PSU itself is of low quality.
