Having tried both Fraps and Shadowplay, I can very safely say that Fraps is not the best. Its raw files are enormous and I've had really mixed audio and video quality with Fraps. I definitely regret not giving OBS a shot before shelling out cash for Fraps because those two reasons alone give even free software a decent chance at beating it.
I've always used Fraps and I've found if you just use handbrake it decreases the file sizes dramatically without losing any quality. I'm gonna give OBS a try now, see how it handles against Fraps.

Second, with getting a non-apple computer he will be getting a better device and get a better deal, rather than overspend on a crappy Macbook.
Windows would run just as good as OS X, but if you install it on an Apple Device, apple limits it so that OS X seems to run better, just look on the 5K Mac, only allows windows to run at 4K, plus you really only see OS X run on high end hardware anyway.
MY advice, unless you want to waste money, and not get the best out of it, get a Mac.

Well you can easily fit the SSD into your budget. For FPS though, I'm not too good with calculating FPS, especially because the GPU's aren't even out yet, but you can easily max out Minecraft when you get your GPU.

Well your going to have a hell of a time recording minecraft with only 500 MB of ram, in fact i would be suprised if there is anything that is modern with only 500 mb of ram, you need ATLEAST 8 GB of ram to run windows 8, mkinecraft, and fraps. Fraps is BY FAR the best screen recorder as there is no such thing as a good free screen recored so you might as well pay for the best one
