This is the best I can do with peripherals, unfortunately an OS is not in the budget. If you're okay with going to a thrift shop to get a keyboard and mouse and then buy an OS and not get this keyboard and mouse- that's an option.
-OP has a microcenter near him meaning he can get the g3258 and a Z97 mobo in a combo deal for 99$.
-You can get 2x4GBs of 1600mhz RAM for the same price.
-You can get a r9 280 for 20$ less than that 270x.
-That's quite expensive for the source 210 even with the window. The 200R is much cheaper right now and will definitely meet OP's needs.
-I wouldn't get a mechanical KB at this budget.

If you're using a Windows 7 or Windows 8.1 Laptop or OEM PC you can make a fresh Windows disk and use the serial key from that PC, on a desktop you can usually find it on the side panel and on a laptop it's usually on the bottom or under the battery.

Get a HP pavilion dv6-6027tx yeah I know it's 2011'ish but I have it (my grandfather gave it to me lol he has a few laptops but he gave me his best one) so go get one!

If you aren't wanting to overclock you can ditch the hyper 212 evo and z97 motherboard and get a h97 mobo and probably upgrade the GPU to a R9 290.

Go with the G3258. It's cheaper and will perform almost the same. The motherboard is also the best partner for that CPU. Change the HDD to a Barracuda one. The RAM should be 1600MHz IMO. Also, if you want to overclock, you should get a bigger PSU. Below the fixed build:
