The r9 280x is only ~15$ more and is completely worth the upgrade over the 280. Also, I would spend the extra to get a H97 motherboard so that you can upgrade to a Broadwell CPU when the come out.

The CPU is a bit of a bottleneck, but except that, this is your best bet.

That was kinda the intention. Getting an i3 now would mean cutting down to an r9 270 or an i5 with a 260x. This way he gets a solid GPU now and can upgrade the CPU later on when broadwell is released.
