What Will I Use It For:
Playing games and making videos
Games That I Will Be Playing:
Minecraft, L4D2, CodWaW, and some other games (Nothing heavy like BF4)
FPS?
The average fps on the games should be at least above 40 while recording
Prebuilt?

I am fully aware of that. But, his PCPP list gets the cheapest prices from sellers after mail-in rebates are applied. Mine grabs the cheapest prices before mail-in rebates.

As I've stated before, Shady's build is going to cost a lot more than $400 up-front.

What's wrong with this build:

-CPU is out of budget range (i3 CPUs are used on builds that range from $450 to $600 or so)
-Motherboard that will not support 6th generation Skylake Intel processors (means that you can't upgrade your CPU to a better one)
-4GB RAM when you can fit 8GB there.
-500GB HDD when you can fit 1TB there totally fine (500GB isn't enough for recording, personal experience).
-The GPU is good, but there is a cheaper version out there (the one I threw in my build)
-A case that is nowhere close to the case in my build (based on quality)
-A 400W PSU which isn't even 80+. It isn't efficient and you can't upgrade later.
-An optical drive is not necessary, especially when it's a budget build, but is always a nice feature to have.

Your choice now.

I don't want to get a lot of hate for this, but you can always just torrent windows.
Just burn it onto a disc, or USB flash drive and put it in your PC and make it boot from usb or disc.

Be careful when installing Updates, I think there is one that checks to see if you pirated it or not, ran into that problem last year. Just research, I would just get a ISO from Microsoft and use an activator, I think this is the easiest way in my opinion,

OP, just so you know, both of those builds listed previously actually cost $446 and $467 respectively. If you want to bring the price to their listed totals, you will need to send in mail-in rebates, which can take weeks to process if you do them right.

This is a little over your budget, but I think it's the best you'll be able to get for your money.

You wont get a good pc if you expect to also have windows if you only have 300 bucks. I'd recommend saving up to 380 so you can get windows and pc, or getting the 300 dollar pc now and running Linux Ubuntu (a free OS), until you can save up for the OS Windows 8.1.

There was no way I was going to be able to put Windows in the build without bumping down the system's performance far below what you need to run those games. The only things on here you can downgrade at all without frying your system (as is the case with the power supply--I got the cheapest case/PSU bundle that wasn't a fire hazard) are the APU, RAM, and hard drive. Everything else was the cheapest part available/the cheapest reliable part available.

Unfortunately, without Windows, you won't be running some of the games you want to play.

Build it, you will get a better system. At your budget, you will get a better system with building it, Its easy. Plus you get to choose what you get, if you build it to play games, it will most likely be different for someone who just wants to browse Facebook or Twitter.
