Yes, they rhyme. It's called a slant rhyme.

No. Leather is -ɛðə(ɹ) and rather is -æðə(ɹ).

For my accent, leather has a short "eh" sound and rather has a long "AR" sound.

Of course, and to say it doesn't "rhyme" is a bit of an eehh because rappers will rhyme things that don't even end in the same syllables, so it's a bit of an odd question. In American/Canadian English, the pronunciations of the syllables are very similar, if not identical.

I am Canadian and I say "leather" as "leh-thur" and "rather" as "rah-thur".

Leather = ˈlɛðə/
Rather = ˈrɑːðə/
(I'm gonna pretend I know what that means)

They are half rhymes at the very most. Although leather has better actual rhymes such as feather, tether, weather etc.

Close enough if you ask me... I could imagine hearing it in a song and letting it fly.

That makes as much sense to me as saying "scar" and "care" rhyme.

They don't, leather is Eh-ther and rather is Ah-ther.

If you force the rhyme, it becomes lather, an actual word, and/or rether, which, I guess I can kind of see how "rether" works.

But traditionally they don't.
