When I update my art blog, it doesn't bump it to the top of the "recently updated blogs" section. It also says that it was last updated a month ago, even though I have updated many times since then. It is pretty annoying, since it can be very hard to get any attention to your blog, if it's never in the recently updated area. Does anyone know what is happening? Thanks.

A submission will only bump if an update log is added. There's only one update log on the submission you're referring to an it was from a month ago.
Editing a submission without adding an update log doesn't bump it at all. I suspect that's probably what you've been doing thinking it'd be bumped, but that isn't the case.
