Well, if you have 3% body fat, eating healthy and excersizing a lot isn't going to help you. You'll just gain muscle, which will just make you heavier. I'd suggest consulting your doctor for healthy diet plans that will allow you to lose muscle mass.

Apparently celery has no calories so EAT ALL THE CELERY!

I have to agree with jdf2 on cutting out the junk food.
If there's anything I picked up from health class last year is keep track of your calorie count in a diary. This might help you make better decisions. If you have issues finding the calorie count on things like fruit, vegetables, etc, you can use this website.
However, PLEASE do NOT starve or purge yourself!

Just eat ONE carrot a day, and you will lose weight fast, might not be healthy though.

Goku_LSSJI eat semi-healthy
Like I have a lot of homecooked meals since my roommates a colonial arts major so I eat healthy often
however I do eat fast food once a week and I eat a bag of chips at least 4 times a week
also I eat fruits and veggies consistently throughout the week
would stopping that help out?
I think maybe try to eat less, and if you see that bag of chips, and you just had something to eat, don't eat it. But make sure you eat a normmal amount of food, like don't starve yourself.

I cant stop working out in general its super competitive in college so I can't risk losing to much strength but instead of working out
5 times a week for 2 hours
trying doing 4 times for an hour and a half?

One tip: Don't work out. Working out builds muscle, and muscle ways A TON. Working out will make your body beautiful, but it doesn't help lose weight. One Youtuber I watched had to lose weight for wrestling and he said he ate 1/2 a can of tuna and 32oz of water a day. You can try that, but it might be a bit extreme.

Try to eat healthy too. Like don't eat so many carbs, they turn right into fat. Whenever you are hungry try to eat fresh fruit and vegetables. I would also suggest running a mile at least once a week.
