What does it mean when a profile says BANISHED?

I clicked on the profile of someone I subscribe to and it just says BANISHED in huge letters over their profile? Are they banned now? All their posts are still up and available.

It's simply just text on the member's about me but enlarged enough to go across their profile. It doesn't mean anything, usually if a user is banned you wouldn't notice.

also no, they're still able to browse the site, they just can't post anymore submissions. (and it doesn't say "banished" all over your profile if you're banned).
