The three hosts: Action, Foresight and knoledge were introduced in Legends. Herobrine is basiclly an official god, and Notch is too.

I think that the gods in this case would be the developers. Composers of the game's soundtrack (Lena Raine, C418, etc) could be considered gods of music, Jeb would be the strongest of the gods in my opinion, but Notch would be a sort of fallen angel or retired deity since he left Mojang. Herobrine may not be a god, but perhaps a silent observer seeking to watch players without interacting with them or their worlds.

I don't agree with the notion that creepypastas are canon, but otherwise I believe that the Hosts are the gods (or are thought to be by the inhabitants of the world—we don't technically know if they are real).
