First Time Server Infinity Beyond 1.10.2 Esssential Plugiins

Hi, i am creating my first serious server. It doesnt matter the modpack exactly but i would like it to be minecraft 1.10 at least, i am currently running infinity beyond 1.10.2, i heard that spigot plugins are more efficent and newer. Now to my question: What are the most essential plugins for this version of minecraft.

essentialsx, groupmanager or pex or some other permissions plugin, maybe towny or factions or something similar so players can protect stuff, world edit, world guard. maybe a random tp plugin if its a modpack.
