This is likely because the new redstone torch texture was originally added at the same time as the new redstone experiment on Java Edition, which was never brought to Bedrock. Partially related, the Minecart Improvements experiment also is not on Bedrock. I assume it is a mistake, but the texture will probably be brought to Bedrock if and when they bring the redstone experiment to Bedrock.
