You can't do it in vanilla bedrock. But you can with animation controllers

What is an animation controller, and are there any behaviour packs that allow that?

Animation controllers are pretty much state machines for animations. They can be put in behavior packs. The documentation is at:https://minecraft.gamepedia.com/Bedrock_Edition_animation_documentation#Animation_Controllers

@a[nbt={SelectedItem:{id:"minecraft:dirt"}}]
