I use the Pixlr online editor and the file system on my Chromebook or PC to make textures. I make them for Pocket Edition and WIndows 10 Edition, as my computers are both old. I also used UTK.io on my tablet to make one once.

my toolset for creating resourcepacks is:
PaintDotNet - this is my main program for creating textures
Krita - for seamless texture outlines
Blender and GIMP for animating textures
Blockbench and Notepad++ for custom models

You can use NovaSkin to create and edit textures.

I use piskel and libresprite to make pixel art then transfer them to gimp for editing for more depth
