1.14.4 Trouble downloading resource pack. Help?

I've been trying to download this texture pack so I check in and keep an eye on my underground villagers (I moved them underground for safety since we were constantly being hit by raids) in my survival world. Problem is, the texture pack won't work. I put it in the resource pack file and nothing's happened. The same thing happened with Opitifine when i tried to get that to work.
I wanna download Optifine AND the resource pack. I just don't know how. Help please?

Firstly you need to install https://optifine.net/home
You will get a java application and you have to open it and install it. After that is quiet simple.
"1. Install Optifine first
2. Run Minecraft.
3. Navigate from “options” > “Resource Packs” > “Open resource packs folder”.4. Download the XRAY Texture Pack from the official links
5. Drag and drop the Xray Ultimate (.zip file) into the folder that just opened.If you don’t want/need to install Optifine just don’t do it."
I really don't like "x-ray" but your choice.

Yeah, me neither, This is kinda my last ditch effort to keep my villagers alive until I can figure out a better option for protecting them. But optifine I need to get working too ^v^
