(Data Packs) How to give items a custom durability in 1.14

I am making a data pack thats adds some tools to the game. I need to give these items a custom durability. I would use a diffrent persons datapack for this feature, but the other peoples do not fit what I need to do. I need to remove 1 durability when I break a block holding the item. Can you guys help me?

Custom durability is not implemented in the game.

Thank You! I was aware that it was not available as a nbt feature.
