I use TLauncher, it allows me to download mods, resourcepacks, maps and even modpacks instantly without leaving the launcher and going on websites etc. It provides also a skin system for cracked users so it's pretty cool. It's disponible for Windows, Mac and Linux.
Here is the link for Windows: tlauncher.org/installer

Here a little tutorial:

1) After installing click on this icon:

Click on TL Mods

2)Create a new profile with mods
Click on Create

3)Insert a name for your profile
(modpack) and choose a version
Insert name, choose version and click Create

4)Click on mods, then search your mods and then enter the game
Click on mods and choose the mods you want to install

I hope my mini tutorial was helpful. I don't know why you get that error but maybe this can help you. Tell me if this works for you. I really love this launcher. Check the website (tlauncher.org/en/) for more info about its functionalities. I'm not a sponsor or anything like that.

Good Game

I already aswered this error :
The current version of Optifine doesn't work with Forge 28.2.3 - it only works up to Forge 28.2.1
If you download and install Forge 28.2.1 from here : https://files.minecraftforge.net/maven/net/minecraftforge/forge/index_1.14.4.html - choose the 'Show All Versions' button and click on the 28.2.1 install

Do a fresh install with this version of forge and your mods will work ok.

The alternatives are : Keep trying to do what you are doing and find you keep getting a crash, or
wait for the Optifine devs to make a new version of optifine that does work with Forge 28.2.3.
