f3 (or fn+f3 if you don't set up f-keys to go directly to the program by default) brings up the debug menu. Pressing combinations of keys like f3+b for hitboxes or shift+f3 for the profiler (pie chart that shows what resources are being used for what). Depending on the system, you may or may not need fn held down when you do it.
The other issue you might be having is that the computer can not detect all the keys at once. To be fast and simple for the computer, a keyboard's output doesn't have a separate signal for each individual key. Therefore, when you press some combinations of keys together on some keyboards (especially laptops that weren't intended for gaming) the keyboard doesn't actually register them all. Usually common modifier keys like shift and ctrl have their own channels allowing them to be pressed at any time, but FN+F3+B for example might not work. Most keyboards can accept any 2 keys at a time though, so if you go to the settings and make the current program's use of the function keys the primary use and the laptop's use need the fn key it should work.

It is something you need to set in your computer's settings. Either in keyboard settings in macos or the keyboard settings of control panel on windows. This affects the whole computer, not just Minecraft.

but there is no keyboard setting in the control panel

The Control Panel app has a lot of advanced settings or device-specific settings (like xbox controller deadzones) in it that are not in the normal settings app. One of those settings just says "keyboard".

F3+B only works on desktops

No, the key shortcuts are brand-specific, not platform-specific. What brand is the laptop? F3 + B should work fine on a Windows laptop if that's what you're using.

yes i use a windows laptop and f3+b only works on dektops you have to press FN+F3 on laptop to see the F3 menu
