How do i make it so that players and border will randomly move?

How do i make it so that the border and players will be moved randomly on the map, for example, the center of the border will move at X=32143 and Z= 34170, but these coordonates are generated randomly and players are teleported inside the border, at about 250 blocks in the border. I need this to be done only with command blocks and redstone, not with plugins.

Hm well, I think a heavily delayed (max ticked redstone repeaters) redstone clock that links to two command blocks, one that has /spreadplayers and.. I don't really know about the second one. E
