How to create infinite islands on a server

I'm starting a Minecraft server for a charity fundraising event, and ideally I'd like an infinite amount of islands surrounded by water generated on the map so players get their own island to do what they want with. But I'm a complete noob when it comes to setting up servers, can anyone help me with this idea? The islands can be varied but I'd like them to all be roughly the same size.
I know you can create floating islands on Buffet but I'd like them to be surrounded by ocean.

Oh really? Only for Java? Or bedrock too?

It seems that yes you can use it for bedrock as well. Though i haven't used it so, i cant really help there XD

It might be possible with Biomes 'o Plenty mod with some serious editing, if you are going to use a modded server. If just using Vanilla, then sorry I don't know a way.
