I download the mob skin pack from PMC, how can I import this to minecraft?

You mean:
Texture pack, yes?(but only for mobs)

And have you done that all?

So put it to the Resources Pack folder(.minecraft/resources packs or how it's called)
Or while you play MC, go to resources pack options and click the option that will show you the directory of the folder
