I need help, I'm trying to set up a Minecraft server and my friend can't join it.

So I have been trying to set up a Minecraft server for about a week. When I start the server, I can join from my public IP and my IPv4 address, but my friend can't join from my public IP address. I have port forwarded and tested it on multiple websites and it says the port is open. I have also followed tutorials and unblocked Java(TM) Platform SE Binary in the Windows Defender Firewall. My friend and I have tried to test it multiple times and he has never been to join. It always says:
Failed to connect to server: io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information.
My friend can connect to Hypixel fine, which is why I am not sure if the problem is on my (the server host)'s side or my friend's side.

Sorry if this is a simple fix. I am sort of a noob at this stuff so help is always welcomed!

Also, I have whitelisted him on the server, and I have the server-ip filled in in the real folder but I'm not sure if it is dangerous to give out my ipv4 address so that is why there are dashes there.

So my end question is:

Ok I’ll try that this afternoon. I’m guessing he should still use my public ip? And also, should I stick with the port forwarding on my public ip or should I switch it back? I can test both but it takes a few minutes to do so I thought I would ask. Thank you guys so much!

It is rare that you need to put a server IP in the server.properties file, try leaving the line as :

server-ip=

...so there is no server ip address. It shouldn't be needed at all.

Ok I tried removing the port forwards from my private ip and making new ones for my public ip and he still couldn't join the world

Are you using your public IP or your local IP? If its your local IP your friend won't be able to join. Try port-forwarding on your router or using your public IP.
