Minecraft Health regen/saturation

I need help with my server. The health regen on 1.16.5 is wayyyyyyy too fast at full hunger. I need to set it to where either the health regen is slower somehow, or the hunger stays at 17. Idk how to do this tho

I have no idea what you mean... too fast? Are you using a modded server by any chance? Because then I would start by checking its config: several servers (like Paper) allow you to fully customize all vanilla behavior and even applied some changes themselves already.
