I'm not quite sure if I'm on the right track for you, but I can only assume a permissions helper is someone who helps set up permissions on a craftbukkit or vanilla server which is using a permissions mod, something like this one :

Setting up which users have permissions to carry out certain tasks can be confusing and many users setting up a server with permissions will occasionally ask for help, thus, permissions helper.
