I've tried this skin myself - does exactly the same for me as it does for you. I can see some comments saying how cute it is, but nothing confirming that it works.
Below is a screenshot for the .png model files for - (on the left) Babie Lamb / (on the right) Soartex Fanver x64 texturepack Sheep.
As you can see, the models are different, so I'm not sure how its supposed to work.
I tried getting a baby lamb to see if it would work on smaller sheep, but I get the same result on MC 1.15.2 on big or small sheep, so I'm sure not that it works at all.

It suddenly came to me what the designer of this pack had done.
The picture should be 2 seperate pictures, 1 for the sheep and 1 for the fur, but he / she has left it as a single picture.
I've corrected the error and here is the pack, I'm not that impressed myself, but at least it works now.
