Why am I getting the connection refused message when trying to start up a server

I am trying to set up a server to test plugins etc but when I go to join I get the io.netty.channel.AbstractChannel$AnnotatedConnectException:Connectionrefused:localhost/127.0.0.1:25565 message
I have watched like 5 different videos and I have followed all of the steps correctly, what should I do?

What does your minecraft log say? It could provide more information.

Did you try to turn your firewall off?
