Generally when I join servers, I’m more likely to stick around if the staff are active, and don’t just act as staff: they get involved in the community and make themselves feel like your friend rather than just someone there to enforce rules. A lot of people will come for the server, but stick around for the community. It’s not true 100% of the time, but I think it will still help.

I have made some spawns for my own server, never had a high population, most players like if you stream it on twitch for instance.
Since i had a server too, you could ask me what plugins you need. I can be there for you and help you build a spawn

Got a 1000 USD spawn hub? 100 custom plugins? 50 man staff team? And of course a revolutionary idea?!
Yeah you'll get around no players...
Best tip is to focus on community. You don't need fancy spawns, custom plugins and a big staff team. Creating a community around you server by being active yourself, and making the people who join feel at home is the best way to grow a server. (At least from my experience) - I know there are lots of ways to grow a server, but community is key. Only way to really get a community is to be active and motivated yourself :D
So my tip: Have fun while you run the server, and the community will usually follow :D

And don't worry about getting a 1000 USD spawn, or all the fanciest new ideas and custom plugins. :)

Who TF spends a grand on a spawn?! Some people have more money than sense.

Some of the most expensive services I've seen go on mcmarket was 700 USD for a custom made 5000x5000 warzone + spawn + factions every here and there.
Though I think dev's are the most expensive. I've seen multiple devs that would do these "one time pay" things where they would take 1200 USD for it, but then they would also be at your service forever. Still crazy though.

I think it's because you have to switch it back from 1.13 to 1.12 so that we can have fun with MorePlayerModels again. Plus, I've kind of been burned out on Minecraft for a little, which is why I stopped playing for a bit.

It's very hard and time consuming. But I'm guessing if you do a little of these steps at a time, you'll eventually get there.
I am on a fairly small server myself and trying to help the owner get the word out. All I have done so far is to refresh the server on planet minecraft and that already helps a bit to get new players.
