Having Issues with Chat/Permissions

Hello!
I'm having issues with my chat not having the desired prefixes that I configure. I'm almost positive the issue is with the permissions file but not entirely sure.
Plugins: Essentials, PermissionsEx, ChatManager, SpawnCommand, Vault

It has no errors in the yml. Add me on discord, so that I could better assist. Godlikewars#1714 I can assist there, sometimes it spacing is off it messes up but showscno error... I may just rebuild for you.
