Is there a Plug-in/Mod that can make a Java server available to Bedrock players?
The title says it all.
I know that the PMC server used to be available to both platforms but I don’t know what they used.

Yes, there is! It's called GeyserMC. You can use it as a Spigot plugin or a standalone proxy.

GeserMC is the main plugin you will need. I would also get Floodgate which is apart of geyser. I found out that you can only play with people on phones though

I don't know where did you get the info that "you can only play with people on phones". I've tested it with Minecraft: Windows 10 Edition (which is also part of Bedrock Edition), and it worked.

I tested it last night with my one friend. I'll be honest I'm still new to it. My friend said that on his PS5 it doesn't show the (Server search) button at the bottom of his screen, but when he got on his phone he could see that. I have read an article where you can join via console using an app like bedrock together or mc server connector. I'm not entirely sure, but if I find anything else out I'll try and let you know.
