No, you can only post things YOU made.

Posting packs or compilations of mods or datapacks is generally not allowed. Most of the time, members do not obtain the proper permissions from authors to redistribute their content. If you actually have received permission from all of the packs' authors to reupload their work, we ask that you provide screenshots showing that proof in the description of your submission. Simply giving credit is not enough. Generally, we would advise you to just upload content that you have personally made. That way, you won't have to worry about providing proof of permission or anything like that.

According to the rules, mod packs are not allowed, so you'll have to ask actual staff, but chances are you can't. I guess asking permission is the least thing you can do, because I for example wouldn't want other people make packs of packs using my creations.
