How do you make partly invisible skins?

I've seen skins on youtube and PMC that are invisible, but I dont know how to do it.

just erase all steve on your texturepack but just you only see your skin invsible and i dunno it can to defalut skin setting

generally skinners use the same PMC background blue (#A0B0E0FF) for 'invisible' parts. Of course, these parts are just blue

You can't actually make skins that are see through in game. If it was possible, PVP servers would be a mess.
The skins that you're seeing on PMC are skins that haven't been filled in. There's an option on the PMCSkin3D Editor that allows you to erase the pixels that you've put down or colour them to the PMC skin background, you can then upload the skins with those edited pixels and they appear invisible (when really they aren't).
Regarding youtube, it's probably a DataPack or invis pot with a player head.
