How to make glowing textures?

A few vanilla textures in game are already visible in the dark, notably enderman and spider eyes. How do I make a texture pack to get some of the pixels visible in the dark?

Unfortunately, outside of using something like the CTM mod or Optifine, I don't think it's possible to make any textures actually emissive; at least not ones that aren't pre-programmed to do so.
