Go to Miners Need Cool Shoes. I personally believe that it is best for skin editing.

If you want to make a custom skin, you can go to novaskin. Look it up, and it has skin editors for any type of skin, and it's easy to use.

So, I want to make custome minecraft skins. How do I do ?

Get a copy of the Steve skin, open it in image manipulator of choice and edit it.

MS Paint is one of the best tools to use while skinning, after my opinion. What file type do you have?
1
MS Paint has no transparency support, so it definitely isn't good. MS Paint is the reason a lot of skinners have problems with white blocks on the heads of their skins.

But Minecraft skins require all space filled out anyway.

No they don't. MS Paint's non support of transparency makes the hat layer appear white. It's a problem unless you skin on the hat layer, which looks ugly as heck.

You can use a bunch of websites. Google.

bunch of websites ? I search on google , but nothing

Don't use MS Paint for ANYTHING Minecraft related

What file type is it? Make sure it's saved as an image.

Could also be the dimentions of the file if the program you used didn't save it the right size.
