It's not really a custom GUI tool. It is in the sense of being a custom pause screen akin to the options menu, but nothing like the GUIs you get from blocks like chests or crafting benches, or from entities like villagers and horses.
The dialog is nice and all, but I really want truly custom GUIs for custom interactive blocks & entities.

Are you talking about the Dialogs addition?
From what I can see in the linked snapshot description, this doesn't look like it will do much for vanilla, but will be a boon for mapmakers. [It may also be usable to assist in pack management from within the game — not sure if/how that will pan out.]

A lot of changes are being done to accomodate datapack/mapmakers in general (such as most commands).
Dialogs are essentially an upgrade to the chest or text based UI you see in maps/datapacks and servers

An increased catering to datapack/mapmakers does seem to be the case (and your take on dialogs seemds roughly in line with mine)…
Let us hope the generic I-just-play-the-game types wants are addressed as well.
