Ok I haven't really played with your datapack but I can at least give some insight taking into account some of my old projects and some general ideas I can share.
A2- As using experience as a resource can become either grindy or confusing, I'm not sure how a custom mana bar would work though, maybe you could still hook it to the experience, by filling it with 25% of the collected xp, this probably sounds grindier even but by adjusting the amount of mana gained per xp absorbed you could have it fill faster than the experience bars. Alternatively you could try to hook a custom effect like saturation that would gradually refill the mana bar, either via use of an item or interaction with a block, environment etc... Not sure if this one would be feasible though.
B2- Ideally a simple rehaul of the more overpowered books would be the best option, but you should also take into account any underpowered books you may have, rehauling all the spell books would probably not be necessary, and would lead to a bigger work load for little reason.
C1- Usually I'd say stick with the vanilla limitations until you are sure you can move on to custom visuals, but in this case I'd say it is probably worth it to make the custom particles, as these would help you differentiate different spells or even represent stuff you couldn't easily do with vanilla's particles, but I'd also say not to use just custom particles, if a spell is a simple fireball there is no need to make a custom fire particle when there already are fire themed particles in the game.
D2- Balancing the armor would be the tricky part here, and there also is the fact that a custom armor needs to fit somewhere in the default progression system, and I don't even know where spell casting would fit in, between iron and netherite maybe? There are just too many complications for it to work properly, and the amount of time it would take likely isn't worth it.

Ahh yeah, The reason why armor might take a wile is because I would have to create custom models for the armor set, and its gonna be completely different from just the basic armor, like have benefits to only people who want to use magic books! Its like its own progression system :3
also everything listed I can do and have done it the past! gonna be working on 1.21.2 updating this to! so custom particles, armor, items, and maybe blocks I can customize :D
ooo and if you got any ideas on like items or stuff like that let me know!! Ima try and update this more for the community in mind!
