For my server I'm making I want a datapack to make loot tables have rabbit feet that are named royalcoins in every generate structure, don't ask why.

You should add royalcoins to every single loot table in the game, and I dont think its very easy to do, but you could add new loot tables that appear frequently where these royalcoins and other common items like food or sticks can be.
