If you could add a command to Minecraft, what would it be? Explain what the command would do and what it would be named.

The other commands are good, but notouch wouldnt be used a lot as usually people only want entities to not move and that can be done using a simple execute command

/wait would be good for groups of command blocks or functions.
It would wait before putting out a redstone signal or activating command blocks.
