Need a hand with custom enchanted books

Hi guys,
we were just wondering if we could get a hand.
we made a data pack that would spawn an enchanted book in certain loot chests that would be a higher tier than the max in vanilla such as fortune 4, efficiency 6 etc. But never be accessible in the enchanting table or villager trading.
so we managed to do that, however when, say a fortune 4 is used on a pick axe, it turns to a level 3. So I’m assuming we need to take a max or a cap off or something or alter it but unsure where to turn. Has anyone got any ideas?

As far as I know, you can't go higher then the default limit with anvils, even if the book is higher. You'll need to make a custom crafter, which is super simple. There are hundreds of guides on it.
