Request: All mobs spawn with elytras
So I dont know if this is possible or not, but I know you can summon in mobs with elytras (even things like pandas), so is it possible to have them spawn with elytras automatically?

okay. Ive got it figured out. you are going to want to have two command blocks on repeat and always active, and put them in a forceloaded chunk.
command block 1:
execute as @e[type=!player] run data modify entity @s FallFlying set value 1b
command block 1:
replaceitem entity @e[type=!minecraft:player] armor.chest minecraft:elytra
command block 2: execute as @e[type=!player] run data modify entity @s FallFlying set value 1b

no, because they won't actually activate the elytra. They just fall. I will do some experimenting and try to figure out a way to get them to glide, then get back to you.

There's a way... /data merge entity @e[nbt={FallFlying:0},limit=1] {FallFlying:1} in a repeating command block. it'll take a while to load everybody, so maybe wait a bit before testing it.

You can use /execute as @e[type=1player] to do it for everything at once

You don't need a data pack for that. Put near the world spawn a repeat always active command block that says:
replaceitem entity @e[type=!minecraft:player] armor.chest minecraft:elytra
Notice this would replace mobs' chestplate.2
