Best FTB mod pack for a server?

Hey guys i want to make a FTB server and i can't decide which mod pack will get the most new players? I heard Direwolf is the most popular but are there loads of server of it already? Please help by leaving a comment on which pack you think i should get! Baring in mind this server may have Factions.

The Direwolf pack is the best all-round FTB pack, performance and mod wise.
