Command Blocks? For Players?

What exactly can a player at a normal rank do with a command block on a server? can they use it to cheat? or because they do not have OP privileges is the command block unusable?

they can't do anything aslong as their name isn't in the ops.json file.
This means, as long as they don't have the operator rank. even if they are in creative, because you need operator rank to put an command in the commandblock. If you don't have operator rank, the command will not be saved and the commandblock will be stay empty.

If they can go into creative mode, they can put any command in and power it with redstone. That means they could activate commands they can't normally use. However if they can't switch to creative they can't edit the command so they can't use it. Hope I helped!
