Forge server won't start up

So I just downloaded some mods and I made a new file for the new modded server and put the forge server in there, but if I try to open it, nothing happens.
I also don't know if I have a corrupted version as it is 1.12.2 and 4,360 KB big. This is the third time I have have deleted all the stuff and redownloaded.
It won't even start. PLEASE help.
