Hey guys so I have been saving up a little bit of money to buy a semi-high quality graphics card for $40 or less. And this is what I found: http://bit.ly/1hrPStl
Is it good or bad or semi-good (what I'm going for) or what? Also please rate it 1-10 (10 meaning the best). And if the card is not so good please tell me another link to a card that is $40 or less (and is better),
Thank You.

#1 rule of gaming, doubles every 3 years: Don't buy a card with less than 512mb VRAM. 3 years from now, ALL games will require a gig, not just crazy stuff like ARMA. and after that, more like a gig and a half.

Just save up money because buying a 30-40$ video card will result in you not being able to play any games (minecraft might be possible), and it might break fairly quick, get a decent videocard of around 100-200 bucks which'll be usable for multiple years and which you can achieve much more with.

If $40 is definitely your budget, then you really wouldn't be able to run many games at all.

For 30$ it's good but i would rather buy a bit more expensive video card so you dont need to change it every year (if you play other games than minecraf)

Good? What the hell are you talking about? I spent like $300 on a graphics card for my computers... How could ten times LESS be still good? A decent low end graphics card costs like 100$

I would suggest you actually looked at the reviews - reviews are your friend, and you love your friend. They give you a basic idea of what you're looking for. I can see overheating, burning, going dead after 5 months...you want to make sure the things you are buying are worth it, no matter how pricy.

Mkay then seems legit, good advice. Also do you have any examples of a good graphics card?

I'm definitely not a graphics card expert (I just came to tell you stuff about reviews xD) but a few minutes or so of Googling, finding products, reading reviews, repeat, will get you an idea of what you're looking for. Make sure to really know what you're buying!

It will run Minecraft, sure, the GPU doesn't play a huge role. But with basically any other game - No

$30 on a GPU would not run many games I'm afraid. Look in to spending $100 - 150$ + for a decent one. Your GPU should be the most expensive piece of hardware if this is a gaming machine (That's if you're going to play more intensive games than Minecraft).
