How do you know what light level mobs spawn on 1.8?

Since we have the brightness slider then if we were on moody wouldn't we all things mobs would spawn closer to the torch because the light level is closer to the torch? and if we were on BRIGHT then mobs would spawn farther from torches because the light level goes farther. SO how do we know the right light level to keep mobs from spawning?

But when i look at the info, it says sky light level and block light level, which is the one that counts for mob-spawning?

YurMomMonsters require light level 7 or lower to spawn.

Monsters require light level 7 or lower to spawn.
So no matter what light emitting block you use, you can always keep monster outside.

(although there is a bug that lets brown mushrooms and huge mushrooms emit light level 1-2)

i think it stays the same. The brightness only adjusts how far we can see because some screens have dark monitors.
